The content analysis is paired with a case study on the prevalence of air raid shelters in two city districts in Malmö. The findings presented indicate that the amount and condition of air raid shelters did not live up to neither the goals nor ideals in the 1960’s or the 1990’s, that risk perception have changed during the 30 years, and that air raid shelters are unevenly distributed throughout Malmö - and most likely other cities. Technology has had a major impact on risk perception in general and risk in particular, and the uncertain nature of risk has demonstrated itself. (Less)
