Temporary use is a growing phenomenon within strategic planning (Bishop & Williams, 2012) and temporary use is common both in Sweden and internationally (Haugen, 2021). However, the field of temporary urbanism and temporary use is relatively new and there is a need to investigate this
further (Haugen, 2021). Through a case study of Naturmolnet in Malmö, this work has investigated how temporary use can function as a tool for a more democratic urban planning process. The essay examines Naturmolnet's democratic potential and focuses on what role citizen participation has for democracy in temporary use and in the planning process. In order to answer the essay's questions, an in-depth interview and a questionnaire study have been carried out. The result has then been analyzed using a framework of democratic potential by Parker et al. (2019). The study elaborates that Naturmolnet's focus on citizen participation withholds a great significance for its democratic potential. Three aspects; participants, communication and decision-making and authority and power need to be included for temporary use to have a democratic potential. Finally, there is a discussion about how these aspects can contribute to the democratic potential of temporary use and create conditions for a more democratic urban planning process. (Less)
