Abstract
Expectations of and prerequisites for Swedish school libraries is the subject of this master’s thesis. The purpose of the thesis is to gain insights into what a school library is expected to be and what is required to achieve it. The thesis focuses on the trade union DIK's award “World class school libraries” which is meant to function as a set of criteria for what a well-functioning school library should be. Through interviews with principals and school librarians, expectations about school libraries as well as the existing conditions for school libraries are identified, as well as the prize’s impact on school libraries.

Expectations of and prerequisites for Swedish school libraries is the subject of this master’s thesis. The purpose of the thesis is to gain insights into what a school library is expected to be and what is required to achieve it. The thesis focuses on the trade union DIK's award “World class school libraries” which is meant to function as a set of criteria for what a well-functioning school library should be. Through interviews with principals and school librarians, expectations about school libraries as well as the existing conditions for school libraries are identified, as well as the prize’s impact on school libraries.

The results are analyzed using Carol Bacchi’s policy analysis method called “What is the problem represented to be”. The results of this study show that the expectations of school librarians and principals focus largely on reading promotion, while the criteria for “Skolbibliotek i världsklass” contains a wider definition of what a well-functioning school library should be. There are also high expectations set on the role of the librarian as an enthusiast rather than a professional. The award has some positive effects on school libraries because it gives recognition to the school librarians who get it, and it functions as a guiding principle for the development of the library. On the other hand, it does not address the structural issues that exists regarding lack of requirements for school libraries, and it does not contribute to equivalency among schools, rather it contributes to competition among school librarians. Furthermore, the study shows that there is a discrepancy between expectations and prerequisites. Conditions för school libraries vary among municipalities, but the condition that matters most is staffing. The varying conditions can be traced back to unclear legislation and a lack of political decisions regarding requirements for school libraries. (Less)
