Abstract
The aim of this paper was to examine Chat Control 2.0, a bill from the European Commission which seeks to combat child pornography on social media in the European Union by implementing a method of surveillance. Through a criminal intelligence standpoint using a theoretical framework consisting of Logic of appropriateness, Lawful illegality and the concept of the ideal victim we sought to understand the motivations of surveillance by the European Commission, as well as the possible strain on the relationship between the integrity of internet users and the ambitions of the proposition. The aim of this paper was to examine Chat Control 2.0, a bill from the European Commission which seeks to combat child pornography on social media in the European Union by implementing a method of surveillance. Through a criminal intelligence standpoint using a theoretical framework consisting of Logic of appropriateness, Lawful illegality and the concept of the ideal victim we sought to understand the motivations of surveillance by the European Commission, as well as the possible strain on the relationship between the integrity of internet users and the ambitions of the proposition. Earlier studies within this topic of surveillance have shown signs of discontent from the public regarding the usage of surveillance against them by authorities. At the same time surveillance has shown to be an integral part of a regulatory society. Through a qualitative idea-analysis of the Chat Control 2.0 bill we were able to distinguish how the authors motivated their beliefs in surveillance as the tool to counteract sexual crimes against children on the internet. Our analysis of Chat Control 2.0 shows how the welfare of children surpasses other rights of the individual although the European Commission suggests regulatory measures to limit any potential harm of the bill. These results imply that Chat Control 2.0 is an expression of the idea that surveillance is justified in order to protect our future, namely the children. (Less)
