Abstract
The purpose of this thesis is to investigate the significance of GIS in local, regional and national actors’ work with crisis preparedness and urban planning relative to natural hazards and resilience. Three interviews involving the City of Stockholm, the Stockholm County Administrative Board and The Swedish Civil Contingencies Agency shed light on how GIS is used and the descriptive significance of GIS. In a literature review the thesis’ theoretical perspectives was identified – social-ecological resilience and three concepts; social-ecological innovations, boundary objects and crisis induced learning. The purpose of this thesis is to investigate the significance of GIS in local, regional and national actors’ work with crisis preparedness and urban planning relative to natural hazards and resilience. Three interviews involving the City of Stockholm, the Stockholm County Administrative Board and The Swedish Civil Contingencies Agency shed light on how GIS is used and the descriptive significance of GIS. In a literature review the thesis’ theoretical perspectives was identified – social-ecological resilience and three concepts; social-ecological innovations, boundary objects and crisis induced learning. The thesis shows that GIS is helpful to produce material for preventive use on all community levels. The Swedish Civil Contingencies Agency’s work sets an example for the possibilities to use GIS during a crisis and for learning from a crisis. The actors’ work is affected by technical and pedagogical conditions in different ways. Furthermore, the study shows that GIS can have positive effects on cooperation and communication. Lastly, it is argued that the possibilities of contributing to a sustainable development can be reflected by the actors’ work with GIS for the resilience against natural hazards. (Less)
