- Abstract
- A circular economy is one of the biggest challenges Sweden has to address in order to fulfill the goals set by FN in Agenda 2030. In order to make progress the Swedish government assigned an investigation in 2017. The investigation presented a few suggestions to how Sweden could obtain a more circular economy. One of the suggestions presented by the investigation was called hyberreduction. The name ‘hyber’ was inspired by the words ‘rent’, ‘second-hand’ and ‘repair’ in Swedish and these sections are also what the reduction aimed to cover. This essay will take a closer look at the suggestion developed by the investigation and evaluate the accuracy. The purpose is to investigate how the hyber-reduction could affect the Swedish economy as well as the environment. Since the main goal of the reduction is to improve sustainable consumption and production this will be analyzed more carefully. In a broader perspective the essay aims to evaluate a possible path for the Swedish economy towards a more elaborated circular economy and draw general conclusions based on pros and cons caused by a hypothetical implementation of hyber. Sweden has already experimented with similar tax-reductions called rut and rot. This previous experience creates possibilities to make predictions about how the market might react to similar reforms. However, national economic methods will be the main method for analysis. (Less)
