Abstract
This master’s thesis is about public libraries and how the work they do for children and youth in the summer holidays relates to public policy and reading research.

Triangulation of methods is used with literature review, policy analysis, questionnaire survey and interviews. My primary theoretical framework is Carol Bacchi’s ’What’s the problem represented to be’ (WPR) approach, which is also used as a method and consists of questions to ask policy texts. The idea is that all governing starts with problematisations and that these problematisations have a big impact on society.

Triangulation of methods is used with literature review, policy analysis, questionnaire survey and interviews. My primary theoretical framework is Carol Bacchi’s ’What’s the problem represented to be’ (WPR) approach, which is also used as a method and consists of questions to ask policy texts. The policy analysis showed that children’s reading is considered a major issue which can spill over on many fields, and ultimately have an impact on the individual’s life, national economy and democracy. Children are depicted as bad readers who do not read enough and spend too much time online. The policy documents stress the importance of reading, but the proposals are vague and the funding is minimal. The questionnaire results showed that most of the responding Swedish libraries arrange activities for children in the summer. The majority do not however have any extra funding. Staff shortage, lack of time and budget were seen as the most common obstacles. The obstacles were also a major theme in the interviews. Many libraries do not have any temporary summer staff and when someone is on holiday it is difficult to both maintain the ordinary work and do something extra for children and youth. The public libraries are experts on promoting reading and can do very much, the survey showed that there is no lack of passionate people. However, with the current political priorities the public libraries’ possibilities to use the summer holidays for reading promotion are unequal and limited. (Less)
