- The climate crisis is becoming more and more relevant. New innovative approaches are required to be able to tackle population growth while simultaneously decreasing carbon emission. Innovation has traditionally been associated with the private sector, but more focus is set on the public sector and their responsibility on implementing innovation into the organisation and for enabling it to happen. - The climate crisis is becoming more and more relevant. New innovative approaches are required to be able to tackle population growth while simultaneously decreasing carbon emission. Innovation has traditionally been associated with the private sector, but more focus is set on the public sector and their responsibility on implementing innovation into the organisation and for enabling it to happen. An important factor connected to innovation is experimentation where ‘learning by doing’ is set to practice and solutions for a sustainable urban development are tested. Research shows that municipalities is the far most influential actor for providing urban experimentation and to ensuring whether the results turn out well. This thesis undertakes a case study research design focusing on Uppsala municipality and their project where they aim to build two climate-positive neighbourhoods by involving different actors and trying out new approaches when building houses. The empirical material is produced through semi-structured interviews and through document-analysis. This study is using the NATO-framework to explore governance structures, and the perspective of Urban Living Labs to explore characteristics of the project. The purpose of this thesis is to produce knowledge about important factors and driving forces for municipalities when wanting to implement an experimental climate project. (Less)
