Collaborations as Innovation Engine for a Public Transport Agency - a Quest for Sustainable Urban Mobility
(2023) BUSN09 20231Department of Business Administration
- Abstract
- Purpose: The purpose of this case-study is to explore why a public transport actor chooses to initiate a network and if such an approach can contribute to business model innovation
Theoretical framework: The study is based on the theory of public value and public business model innovation. This is complemented by network theory in public organisations.
Methodology: Qualitative embedded-case study with an abductive research approach
Empirical foundation: Empirical data was collected via 10 semi-structured interviews with different actors on the mobility scene in Skåne. In addition to these interviews, observations were made at a workshop for combined mobility conducted in April 2023. The data was complemented with documents from...
The data was complemented with documents from Skånetrafiken and Region Skåne regarding combined mobility.
Findings: Our findings showed that the use of networks in sustainable urban mobility is not a linear process, but rather an interactive one, where the network itself helps both the public transport actor and the private actors to innovate their business model and generate sustainable urban mobility. Thus, the network generates more value than can be accomplished in silos.
Contribution: Our results show that the current paradigm of research on collaborations in the public sector can be questioned regarding the balance between public and private value. In the case of sustainable urban mobility, private actors are willing to put more emphasis on the public value than the private value. Also, a linkage between public business model innovation and network theory has been added which generates a more nuanced understanding of public business model innovation. (Less)
