Hur styrs smart mobilitet? En analys av Lunds kommuns kapacitet för att styra smart mobilitet

Abstract
In a future where smart mobility is increasingly common, it is not possible to rely only on the instruments for governance that have been used throughout the ages. Therefore, we need to map and investigate what opportunities exist for governance of smart mobility. The following essay therefore intends to investigate which governance instruments are used in Lund municipality for transport governance today and what capacity these governance instruments have to govern in a future with smart mobility. In a future where smart mobility is increasingly common, it is not possible to rely only on the instruments for governance that have been used throughout the ages. Therefore, we need to map and investigate what opportunities exist for governance of smart mobility. The following essay therefore intends to investigate which governance instruments are used in Lund municipality for transport governance today and what capacity these governance instruments have to govern in a future with smart mobility. To investigate this, a quantitative content analysis has been carried out on policy documents from Lund municipality and interviews with officials at the municipality. Through the content analysis, we found that the five most common categories of governance instruments found in Lund municipality's policy documents about transport are infrastructure investments, dialogue, rules for land use, traffic rules and communication. With a base in the analytical framework, it is also possible to imagine that in a future characterized by smart mobility, four of the five most common categories are predicted to increase in control capacity, which is positive for the municipality of Lund as it means that the municipality has a continued high possibility of controlling the transport system when it is characterized by smart mobility. Through the content analysis, a number of clear goals have also been found in the governing documents, this also indicates that the municipality has a continued high opportunity to govern, as clear goals simplify the governance of any mobility. The essay contributes to the knowledge surrounding the governance of smart mobility and its content highlights the importance of paying close attention to the change that our transport system is facing.
