Abstract
This thesis examines the concept of accessibility within the context of Skåne's transport planning. The primary objectives of this study are two-fold: firstly, to understand the meaning of accessibility as outlined in Region Skåne's strategies; and secondly, to analyze the influence of regional priorities and planning processes on the practices of key stakeholders, namely Region Skåne and Skånetrafiken. This thesis examines the concept of accessibility within the context of Skåne's transport planning. The primary objectives of this study are two-fold: firstly, to understand the meaning of accessibility as outlined in Region Skåne's strategies; and secondly, to analyze the influence of regional priorities and planning processes on the practices of key stakeholders, namely Region Skåne and Skånetrafiken. Skåne's unique "polycentric" structure underscores the importance of transportation in seamlessly linking the labour market with residential areas. The effectiveness of this system relies on multiple factors, with accessibility at its core, embedded within successful governance, both internal and external collaboration, and the shaping of behaviours. Methodologically, this research employs a thorough analysis of strategic documents at the regional level and insightful interviews involving public officials. It’s found that macro-accessibility is highlighted in transport planning, particularly concerning travel between ”regional cores” and ”growth engines” and the development of public transport. However, the translation of accessibility into concrete measures of social sustainability and mechanisms for shaping behaviours was found to be lacking. To bridge this gap, the study identifies a need for clarifying areas of responsibility and accountability among both stakeholders and a clearer definition of accessibility to create a united front in tackling challenges.
