Abstract
The aim of this study is to understand how outreach workers work with at-risk youth to reduce the risk of criminal behavior. The study is based on semi-structured interviews with eight outreach workers from different parts of Sweden who all have continuous contact with at-risk youth. The theoretical approaches we used when analyzing our material were Michael Lipsky’s theory of street-level bureaucracy and Michel Foucault’s theories on power. The aim of this study is to understand how outreach workers work with at-risk youth to reduce the risk of criminal behavior. The study is based on semi-structured interviews with eight outreach workers from different parts of Sweden who all have continuous contact with at-risk youth. The study also found that outreach workers said that they do not have a fixed method in how they work with at-risk youth, but rather are flexible in their approach to their job. The outreach workers interviewed have a lot of discretion in their work and therefore their working methods differ. All interviewees said that the relationship with the youth was their most valuable tool for helping them create social change. Lastly, our study found that they see different difficulties in their work, but two common difficulties were the youths' lack of trust for social services as an organization and professional confidentiality between organizational branches within social services, which makes it hard to share information about the youth.
