This is investigated by discourse analysis of the government declarations from 2019 and 2022 and their associated cooperation agreements. The results shows that there are different underlying connotations between the years regarding when speaking about crime and how to prevent and discipline it. There is a discussion regarding the importance of defending the democratic and Swedish values, however there is no discussion regarding the democratic implications that might follow the proposed reforms.
