Abstract
This research explores the interplay between strategic communication and legitimacy in United Nations (UN) peacekeeping missions, focusing on the United Nations Stabilization Mission in the Democratic Republic of Congo (MONUSCO) and addresses the challenge of maintaining and establishing legitimacy through strategic communication during crises. The study specifically investigates the use of strategic communication by the UN and MONUSCO during the two-day protest in Goma on July 25th and 26th, 2022. This research explores the interplay between strategic communication and legitimacy in United Nations (UN) peacekeeping missions, focusing on the United Nations Stabilization Mission in the Democratic Republic of Congo (MONUSCO) and addresses the challenge of maintaining and establishing legitimacy through strategic communication during crises. The study specifically investigates the use of strategic communication by the UN and MONUSCO during the two-day protest in Goma on July 25th and 26th, 2022. Through thematic analysis, it looks at how these entities employed their owned media platforms to construct and preserve organizational legitimacy amid the crisis. In a time when political institutions are experiencing a decline in their legitimacy, which is being scrutinized and challenged by emerging communication channels, this research provides insight into the process of achieving legitimacy and its significance in political crisis management. The findings reveal that the UN and MONUSCO strategically leveraged owned media platforms to reinforce their legitimacy, using consistent thematic messaging focused on condemning violence, promoting transparency and accountability, and emphasizing compassion and collaboration, thus aligning their communications with their peacekeeping mandate, trying to enhance credibility and trustworthiness during the crisis.
