- This thesis aims to understand what drives municipally initiated renewal of million program neighbourhoods in Sweden. Renewal of million program areas is a common topic of debate in Sweden. A sizeable proportion of the housing in these areas needs renovations and restoration. Furthermore, million program neighbourhoods are often associated with various social issues. - This thesis aims to understand what drives municipally initiated renewal of million program neighbourhoods in Sweden. Renewal of million program areas is a common topic of debate in Sweden. A sizeable proportion of the housing in these areas needs renovations and restoration. Furthermore, million program neighbourhoods are often associated with various social issues. To reach the aforementioned aims this thesis utilise a case study of a renewal project in Helsingborg and explores municipal documents underpinning and relating to the renewal of the million program neighbourhood of Drottninghög. The municipality state that the renewal project aims to improve social conditions in the neighbourhood and add a significant amount of new housing to the area. The documents were analysed using an abductive thematic analysis as described by Thompson (2022), as well as the theoretical concepts of urban entrepreneurialism and marketisation. The analysis demonstrates how the renewal of Drottninghög can be understood as part of the construction of place – in accordance with the conceptualisation of urban entrepreneurialism outlined by Harvey (1989) – and that the project relates to rationalities of marketisation – as described by Birch & Siemiatycki (2016). Moreover, these two tendencies lead to a municipal view on renewal that assumes that amelioration of social issues and increased attractiveness are complementary interrelated goals. However, this view is questionable as the renewal of Drottninghög potentially could lead to gentrification of the area over time. (Less)
