- Abstract
- In 2012 a decision was made that half of the defence logistic organisation and personel in the Swedisch Armed Forces (SAF) should move to the Swedish Defence Materiel Administration (FMV). This decision was made after a period of downsizing the SAF and the purpose was shifted from national defence to international EU, UN and NATO commitments. Approximately 1 500 individuals working in logistics were moved from the SAF to FMV. In 2017 a new decision was made and the same number was now moved back to the SAF with the enclosed responsibilities. The onset of the study is to use Allison´s models of rational actor and governmental politics. With the base of these two models compare them using the method of Blatter&Haverland´s congruens analysis to decide which explanation would suit best. In the study I have concluded that both the rational actor and the governmental model can together explain why these two decisions were made and that the models in fact complete each other. (Less)
