Rocking Gender Dynamics: A Policy Analysis of Rwanda’s Gender Strategy for the Mining Sector

Abstract
This paper critically examines Rwanda’s Gender Strategy for the Mining Sector
through the lenses of Bacchi’s What is the Problem Represented to be (WPR)
approach and feminist political ecology (FPE) concepts. Against the backdrop of
Rwanda’s post-genocide development journey, the study investigates how gender
(in)equality is problematised, (re)presented, and promoted within the context of
resource governance. The research aims to uncover embedded power dynamics and
policy discourses that shape gender relations and resource management. Through
qualitative analysis of the policy and interviews with stakeholders, the research
interrogates discursive constructions of gender, development, and resource

This paper critically examines Rwanda’s Gender Strategy for the Mining Sector
through the lenses of Bacchi’s What is the Problem Represented to be (WPR)
approach and feminist political ecology (FPE) concepts. Against the backdrop of
Rwanda’s post-genocide development journey, the study investigates how gender
(in)equality is problematised, (re)presented, and promoted within the context of
resource governance. The research aims to uncover embedded power dynamics and
policy discourses that shape gender relations and resource management. Through

interrogates discursive constructions of gender, development, and resource
governance. Key findings highlight the policy’s discourse’s emphasis on economic
growth and efficiency, overlooking intersecting gendered inequalities related to
labour, poverty, and power. In order to truly rock the gender dynamics and move
beyond the superficial presentation of gender mainstreaming rhetoric, policy
discourse must transform from its functional approach and biased language to one
that genuinely dismantles and addresses the systemic barriers to gender equality.
Altogether, the research contributes to discussions on gender equality, sustainable development, and inclusive resource governance in Rwanda and beyond. (Less)
