- Det vita snuset har varit ett hett samtalsämne sedan det introducerades. Nyligen har en diskussion om produktens framtid tagit fart då det indikerats att EU skulle kunna förbjuda nikotinsnuset. Syftet med denna uppsats är att analysera hur diskussionen ser ut i dagsläget samt de argument som framförs.
Det vita snuset introducerades i Sverige år 2016 och år 2022 trädde en lag i kraft för att reglera produkten. Sedan dess har en SOU presenterats som föreslår skärpta regler och ett förbud för bruk i skolan. Däremot har det inte lagts fram något förslag om ett totalförbud mot nikotinsnuset och baserat på olika politikers ställningstagande verkar det inte finnas ett intresse för ett sådant förbud. Syftet med denna uppsats är att analysera hur diskussionen ser ut i dagsläget samt de argument som framförs.
Det vita snuset introducerades i Sverige år 2016 och år 2022 trädde en lag i kraft för att reglera produkten. Sedan dess har en SOU presenterats som föreslår skärpta regler och ett förbud för bruk i skolan. Däremot har det inte lagts fram något förslag om ett totalförbud mot nikotinsnuset och baserat på olika politikers ställningstagande verkar det inte finnas ett intresse för ett sådant förbud. Det skiljer sig från kommissionens ställningstagande som enligt en läckt rapport är för införandet av ett förbud i unionen. Följden av den läckta rapporten har varit att flertalet aktörer engagerat sig i debatten. Intresseorganisationer mot tobak och nikotin är för ett förbud medan tobaksföretag och majoriteten av de svenska invånare som uttalat sig är emot. Argument som används för ett förbud är bland annat att skydda folkhälsan men skeptiker hävdar även att det kan vara gynnsamt skattemässigt. På andra sidan framförs argument om att det vita snuset är mindre farligt för hälsan i jämförelse med tobaksprodukter, att ett förbud skulle leda till en större svart marknad och att individer själva ska kunna göra en riskbedömning för vad de vill bruka. I debatten diskuteras även huruvida det vita snuset ska klassificeras som tobaksfritt eller ej.
De slutsatser som kan dras är att den stora diskussion som råder kan visa på att det vita snuset numer omfattas av snusets traditionellt starka ställning i Sverige. Sedan kan argumenten som används i diskussionen ofta kritiseras för att bygga på relativt svag forskning. Däremot kan argumenten mycket väl utvecklas med tiden, beroende på hur aktuellt ett förbud blir. Detsamma gäller retoriken angående om det vita snuset bör klassificeras tobaksfritt eller ej. - Nicotine pouches have been subject of debate since the introduction on the Swedish market in year 2016. A discussion regarding the future of the product has recently emerged as indications show that the EU might decide to prohibit nicotine pouches. The purpose of this essay is to analyse the current discussion and the related arguments.
In the year 2022 a law was established to regulate nicotine pouches in Sweden. A Swedish Government Official Report has recently been conducted and the outcome proposes stricter rules and a product ban in schools. So far, a full prohibition of the product has not been suggested as the political interest in such a ban has been non-existent. According to a leaked report the European Commission has a... The purpose of this essay is to analyse the current discussion and the related arguments.
In the year 2022 a law was established to regulate nicotine pouches in Sweden. A Swedish Government Official Report has recently been conducted and the outcome proposes stricter rules and a product ban in schools. So far, a full prohibition of the product has not been suggested as the political interest in such a ban has been non-existent. According to a leaked report the European Commission has a different opinion and is working for the introduction of a ban in the Union. This report has triggered engagement from several actors. Interest organisations are in favour of a ban, while the tobacco industry and the majority of the Swedish population are against it. One argument in favour of the ban is related to the protection of the public health and another would be to protect the income from existing tobacco taxes. The arguments against include that nicotine pouches are relatively harmless compared with tobacco products, a ban would lead to an increased black market, and it should be up to the single individual to decide if he/she wants to use a potentially harmful product. An additional discussion revolves around whether nicotine pouches should be classified as tobacco-free.
There are several conclusions that can be drawn from this essay. Firstly, the heated debate is a sign of how nicotine pouches has become part of the Swedish culture. Secondly, the arguments can often be criticised for being based on relatively weak research. Lastly, the decision to classify nicotine pouches as tobacco-free might change if a ban is presented.
