- Building on the assumption that foreign policy is a changeable and inconstant process, this study presents a descriptive analysis of the change and development of Sweden’s and Denmark’s foreign policy discourse regarding the USA, China, Russia and Turkey between 2018 and 2023. The method used in the study consists of a discourse analysis, which enables a systematic description of the change in foreign policy discourse in each country. In the analysis of this study, the theoretical framework of neorealism is applied to contribute with theoretical descriptions in line with the identified empirical changes. The study presents three different ways in which the discourses have changed during the analyzed period. The Swedish discourse regarding the USA and Russia have changed towards the Danish discourse while the Swedish and Danish discourse regarding China have changed in line with one another. Sweden’s and Denmark’s discourse regarding Turkey, however, have developed in different directions and does not follow a clear pattern. Even though the nature of this study is descriptive rather than explanatory, the study briefly highlights potential reasons to the identified and described discursive changes, primarily focusing on the ongoing war in Ukraine and Sweden’s membership in Nato.
