- Abstract
- This essay aims to evaluate the visions of the culture policy of the Swedish municipality of Norrköping during 2023. In Norrköping the municipal council has decided that costs for various parts of publicly funded culture are too high. Therefore they consider privatizing these institutions or making them perform commercial works to a larger extent. The study uses a normative method, where a norm has been constructed using theories by Robert D. Putnam and Bo Rothstein. Putnam's theory contributes with a normative stance on how to make society more inclusive and thus creating more social capital. - This essay aims to evaluate the visions of the culture policy of the Swedish municipality of Norrköping during 2023. In Norrköping the municipal council has decided that costs for various parts of publicly funded culture are too high. Therefore they consider privatizing these institutions or making them perform commercial works to a larger extent. The study uses a normative method, where a norm has been constructed using theories by Robert D. Putnam and Bo Rothstein. Putnam's theory contributes with a normative stance on how to make society more inclusive and thus creating more social capital. Rothstein's theory provides an ideal for how states should create an equal welfare state. By studying statements made by Sophia Jarl, chairman of the municipal council in Norrköping, this essay finds that the culture policy in Norrköping does not meet the ideals proposed by the constructed norm. The policy in Norrköping is predominantly focused on financial, rather than social values. This could have direct negative consequences for the people in Norrköping, but the risk is that other municipalities follow, causing a decline in social capital, equality and in the long run democracy.
