Abstract
The deteriorating security situation in and around Sweden has, in recent years, accentuated the need to further regulate foreign direct investments in domains that are regarded as important to national security. A new law aimed at this problem has been in effect since December 2023.
The question is if this law is sufficient to, in the perspective of the near future, secure important sectors from threats that are unknown today. This paper examines the complexity surrounding national security legislation. It attempts to present a method that can be used by relevant authorities to identify previously unknown challenges posed by foreign direct investments. The method is an adaptation of classic theories from the field of, and adjacent to, scenario analysis, but in a narrower scope than traditionally used. The proposed method aims to be a contribution to the management of future risk by guiding stakeholders to envision future challenges in a new way, beyond what is possible with traditional methods, such as prognosis.
