- Abstract
- Sweden is consistently seen as being one of the most secularized countries in
the world. Achieving this status, however, has required one of the most
extensive reforms in modern time. With the enactment of the 1951 law for
religious freedom every person was granted the right to freely express their
religious beliefs, and due to this a nearly 50 year long investigation begun
with the intent of clarifying the future relations between the state and the
Church of Sweden.
These far-reaching discussions eventually led to a proposal that would
ultimately lay the base for a separation between the church and state at the
arrival of the new millennium. The Church of Sweden thereby went from

These far-reaching discussions eventually led to a proposal that would
ultimately lay the base for a separation between the church and state at the
arrival of the new millennium. The Church of Sweden thereby went from
having the role of a state church to becoming its own legal subject and an
independent religious community. However, the separation meant that the
Church of Sweden retained a number of privileges compared to other
religious communities. The favorable position that the church was noted for
having already in the 1950s thus remains to some extent.
Considering the extensive investigative work that was done before the reform
and that the debate today still resembles the debate 70 years ago, this essay
aims to investigate what changes the separation of church and state lead to
and why further changes were not implemented.
The essay is based on a legal historical method and analyzes the legal
development on the subject leading up to the position we find ourselves in

- Sverige rankas idag allt som oftast som ett av världens mest sekulariserade
länder. Vägen hit har dock inneburit en av de mest omfattande reformerna i
modern tid. Genom religionsfrihetslagen år 1951 tillförsäkrades var och en
rätten att fritt utöva sin religion och med anledning av detta påbörjades ett
närmare 50 år långt utredningsarbete i syfte att klarlägga framtiden för
samarbetet mellan staten och Svenska kyrkan.

reformen och att debatten trots det i dagsläget liknar den som fördes för 70 år
sedan har denna uppsats i syfte att utreda vad statskyrkoreformen egentligen
inneburit och varför fler förändringar inte genomfördes.
Uppsatsen utgår från en rättshistorisk metod och analyserar rättsutvecklingen
på området fram till det läge vi befinner oss i idag. (Less)
