Abstract
There seems to be an inherent dilemma in democracies between freedom of speech and national security, where one value often infringe and danger the other. In the wake of the most recent Quran burnings, Sweden and Denmark faced this dilemma as threats of terrorism grew parallel with wide calls for the protection of freedom of speech. The approach to solve this crisis would however differ. Sweden opted to explore the possibility to give the police authorities the ability to deny Quran burnings due to geopolitical factors whilst Denmark opted for a type of ban. There seems to be an inherent dilemma in democracies between freedom of speech and national security, where one value often infringe and danger the other. In the wake of the most recent Quran burnings, Sweden and Denmark faced this dilemma as threats of terrorism grew parallel with wide calls for the protection of freedom of speech. The approach to solve this crisis would however differ. Sweden opted to explore the possibility to give the police authorities the ability to deny Quran burnings due to geopolitical factors whilst Denmark opted for a type of ban. Drawing on concepts of identity, securitization theory and Bacchi's WPR method, this essay aims to explore and explain how both countries governing bodies, Riksdagen and Folketinget, reasoned and why their reasoning ultimately differed. Finally, this essay culminates in the conclusion that the main reason behind the discrepancy was the Danish government's view on Quran burnings as a phenomenon outside of the realm of freedom of speech, a viewpoint which the Danish opposition widely condemned. In the case of Sweden, the value of freedom of speech also stood strong within the government as well as within the opposition. The main problem in the country thus lied in how the political parties wanted to approach the security threats either as something solely adhering to the aforementioned dilemma or as a possible case of hate speech.
