The first interview was conducted with the property developer who won the land allocation agreement contest, and the second interview with a local politician instrumental for the implementation of the policy. The results show that the land allocation was even when thought of as a pushback against neoliberal hegemony a result of it. Being created within the framework of neoliberal thinking it aims to restructure responsibility from the public to the private sphere. (Less)
