In order to conduct the inquiry a document analysis of municipal policy on property development and two separate interviews were conducted. The first interview was conducted with the property developer who won the land allocation agreement contest, and the second interview with a local politician instrumental for the implementation of the policy. The results show that the land allocation was even when thought of as a pushback against neoliberal hegemony a result of it. Being created within the framework of neoliberal thinking it aims to restructure responsibility from the public to the private sphere. (Less)
