Konsekvenserna av nytt riskklassningssystem för livsmedelsverksamheter

Abstract
Ensuring food safety is an international goal and the Swedish national authority for food has just implemented a new system for risk-based food control. The new system for analyzing food businesses in a risk-based evaluation is based on EU-directives. The directive aims to use risk factors to evaluate food businesses when municipalities plan food safety inspections. In the former system for risk-based analysis regarding food businesses, an equation combining risks, audience and former inspections were used to calculate the amount of time that business would have for inspections on a yearly basis. The new system for analyzing food businesses in a risk-based evaluation is based on EU-directives. The directive aims to use risk factors to evaluate food businesses when municipalities plan food safety inspections. In the former system for risk-based analysis regarding food businesses, an equation combining risks, audience and former inspections were used to calculate the amount of time that business would have for inspections on a yearly basis. The study aims to give the Swedish national authority for food an evaluation of how it's going for the municipalities during the implementation of the new system. In this study the changes of planned time for inspections is researched through interviews with municipalities in Skåne, Sweden. Five municipalities were interviewed regarding how the implementation of the new system has progressed, if there were any changes in time planned for inspections and if the available information was helpful.
Results of this study show a decrease of time needed for planned inspections. The study also concludes that the available information was enough to implement the new system, but definitions of activities and different examples of food companies could be more developed to aid in the new risk-based assessment. This study is conducted to help assess how a new system has been implemented into reality, the municipalities progress and to keep ensuring a safe way to handle food. (Less)

Den 1 januari 2024 trädde en ny riskklassningsmodell i kraft och kommunerna arbetade hårt med att införa den nya modellen till starten av 2024. Den nya modellen för riskklassning är skapad för att tillgodose behoven för myndighetsrapportering till EU. Modellen bygger på en uppdelning efter huvudinriktning och aktiviteter som sker i verksamheten. Utöver det finns produktgrupper som har speciella regelverk, exempelvis skyddade beteckningar, samt omfattningen av verksamhet som i sin helhet ger en kontrollfrekvens på antal kontroller per år under en femårsperiod. Livsmedelsverket har levererat information och utbildning för att kunna implementera den nya riskklassningen.
I denna studie genomfördes intervjuer med fem kommuner i Skåne med syfte att ta reda på hur förändringen har fortlöpt och hur tillsynstimmarna för livsmedelstillsynen har förändrats. Samt att utvärdera om informationen och vägledningen från Livsmedelsverket har varit tillräcklig.
Resultatet visar att det sker en minskning av den planerade kontrolltiden hos de tillfrågade kommunerna. Minskningen varierar mellan 15–40% i kontrolltimmar per år. Kommunerna ansåg att informationen som fanns var tillräcklig, svårigheterna som har uppstått var specifika tolkningar och definitioner samt att datorsystemen implementerades sent i processen. (Less)
