The empirical material was analyzed using discretion, general systems theory, and the theory of street-level bureaucracy. To get further knowledge of the subject, previous research is also presented. The results showed that the work with problematic school absences is complex. It is also complicated to define problematic school absence. Absence is identified with the help of statistics, but this is not enough. An overall picture of a student's situation is required to be able to work with and adapt the solution to the student's needs. The result also showed that although it is important to work preventively with problematic absence, it is difficult because of the lack of resources. (Less)
