Klimatförändringar i kombination med förtätning av städer kommer
leda till ökade översvämningsrisker i stadsmiljö. Hållbar dagvatten-
hantering kan bidra till att minska dessa risker och innebär att ytligt
avrinnande vatten fördröjs så nära källan som möjligt, fördelaktligen
genom naturbaserade lösningar. Kvartersmark utgör ungefär 70% av
marken i svenska städer och det saknas såväl tydlig lagstiftning som
incitament för ökad implementering av hållbara dagvattenåtgärder på
denna marktyp. Platsbristen leder till stora utmaningar för svenska
kommuner. Syftet med det här examensarbetet var att identifiera styr-

dagvattenåtgärder på kvartersmark. Som en del av studien genomfördes
17 halvstrukturerade intervjuer med respondenter från aktörsgrupperna
akademi, kommun, konsult, VA-bolag och vattenorganisation i Danmark,
Norge och Tyskland. Totalt identifierades 19 framgångsfaktorer som
kategoriserades i kategorierna styrning, organisation, ekonomi, kunskap
och sociokulturellt. Framgångsfaktorernas relevans i Sverige förankrades
genom en fallstudie i Lunds kommun. De framgångsfaktorer med störst
potential att implementeras i Lunds kommun var informationsspri-
dande och samordnande organisationer, lösningsorienterade personer,
ytbaserad dagvattentaxa samt trestegsstrategi. En kombination av flera
identifierade framgångsfaktorer väntas ge störst effekt. Arbetet kommer
också kräva ett stort engagemang och god samverkan mellan aktörer. (Less)

The combination of climate change and urban consolidation will lead
to increased risk of pluvial flooding in urban environments. Sustainable
stormwater management can decrease these risks by using measures for
surface runoff to be detained locally, preferably through nature based
solutions. Private properties constitute about 70% of the land in Swedish
cities and there is a lack of clear legislation as well as other incentives
to increase the implementation of sustainable stormwater practices on
such properties. The lack of space leaves Swedish municipalities with

cultural, Knowledge based. The potential use of the drivers in Sweden
were investigated through a case study of Lund municipality. The drivers
that had the largest potential to be implemented in Lund municipality
were Advisory and coordinating organizations, Solution-oriented people,
Surface-based stormwater fees and a version of the Three point approach.
A combination of several identified drivers is likely to result in the
greatest effect. The process will also require dedication and cooperation
