Despite high-standard wastewater treatment across the EU, the effective removal of micropollutants requires the adoption of more advanced treatment technologies, specifically quaternary treatment technologies. To promote the adoption of these systems, new regulations are being introduced, creating a demand for quaternary treatment solutions and presenting business opportunities for suppliers. However, selecting the right markets is crucial due to the complexities and costs associated with international expansion. Therefore, this thesis investigates the factors influencing investment decisions in quaternary treatment systems, evaluates market attractiveness, and provides advice to suppliers on market selection. This study is designed as an embedded multi-case study with interviews and desktop research for data collection. Utilizing frameworks such as PESTEL analysis and Lewin’s force field theory, this master’s thesis assesses the markets Estonia, Finland, Latvia, Lithuania, Norway, and Poland. Key identified drivers and barriers for investments in quaternary treatment include international regulatory incentives, responsive behavior to infringement levels, affordability issues, prioritization of quaternary treatment, compliance with the Urban Waste Water Treatment Directive, availability of national financial support, readiness for implementation, and stage of implementation. Suppliers must balance these factors for market selection together with their internal strategies. Additionally, the investment timeframe, and market size also influence the decision-making. and weighting of these factors enable informed market entry decisions, ensuring suppliers can navigate complexities and achieve both short-term and long-term objectives. (Less)
