- Abstract
- The study consists of an underlying desire to examine the different factors regarding covert surveillance methods police in Sweden use. Sweden's police force uses of the methods have had different implications and been a part of the criminal policymaking-debate with those for and against the capacity of the law. This study wants to examine this law-changes and capacities from the perspective of the police regarding their perceptions and appraisals as to the applications of covert surveillance. - The study consists of an underlying desire to examine the different factors regarding covert surveillance methods police in Sweden use. Sweden's police force uses of the methods have had different implications and been a part of the criminal policymaking-debate with those for and against the capacity of the law. This study wants to examine this law-changes and capacities from the perspective of the police regarding their perceptions and appraisals as to the applications of covert surveillance. Three individuals of interest have been interviewed with semi-structured qualitative methods with the intentions of showcasing their perception of working with the new capacities of covert surveillance linked to previous research. The empirical data have then been analyzed through a thematic approach and in relation to Michael Lipsky’s “Street-level bureaucracy theory”, in addition to John Rawls “A Theory of Justice”.
The empirical data through thematic analysis showcase four components of the implementation of covert surveillance. The results illustrate that the interviewed individuals have an understanding of their role in the use of covert coercion. This perception of responsibility is crucial in a role where preserving privacy while simultaneously recognizing the potential for effective crime prevention. Through the analysis of the empirical data, theoretical framework and previous research the study displays a refined and deepened understanding of the ethical, legal and operational aspects surrounding covert surveillance. Thus in order to have adequate and righteous crime prevention, these factors, especially privacy should be taken into consideration. (Less)
