- Abstract
- This bachelor’s thesis aims to investigate how the content changes between various levels of Swedish municipal mobility planning. This has been done by examining the content related to mobility at three levels of planning documents: comprehensive plans, detailed (zoning) plans, and the area plans at the scale between them. The area of Brunnshög in Lund was chosen to do this. The chosen method is a mixed method with an initial deductive coding followed by an inductive coding step and then finally a conversion of the data to a quantitative scale. - I denna uppsats utforskas hur kommunala plandokuments innehåll rörande mobilitet nedskalas, från (en fördjupad) översiktsplan via planprogram till detaljplaner. Detta görs genom att undersöka hur de olika dokumenten beskriver mobilitet, och fallet som undersöks är Brunnshög i Lund. Totalt har två dokument på den översiktliga nivån undersökts, två på planprogramsnivån, och åtta detaljplaner. För att undersöka detta används en blandad metod. Dokumenten kodas först tematiskt i två steg för att identifiera teman de berör, och efter det används de kodningarna för att kvantitativt identifiera olika grader av förekomst av olika teman i olika dokument. Fem makrokategorier väljs deduktivt, utifrån tidigare metodologisk litteratur, och efter att de har kodats in identifieras totalt 43 mesokategorier inom dem induktivt från det bearbetade materialet. Fördelningar mellan dessa beräknas, och används (efter ett par dataomvandlingssteg för hanterbarhetens och träffsäkerhetens skull) som operationalisering av dokumentens innehåll.
I analysen utforskas hur dessa fördelningar skiljer sig åt mellan de olika plannivåerna, och de skillnader och trender som identifieras ges möjliga förklaringar. Med avstamp i detta sammanfattas fynden i tre delslutsatser: i) plandokumentens innehåll förändras i takt med de formella kraven som ställs på dem; ii) plandokumentens innehåll förändras beroende på den sociala kontexten; och iii) plandokumentens innehåll förändras för att kompensera för vad som inte finns i dem.
Slutligen förs en diskussion kring resultaten och slutsatsernas möjliga användningsområden och påföljder, och rekommendationer för policy, handling och vidare forskning presenteras. (Less)
