Compacting Cultural Infrastructure: The Case of Lokstallarna, Malmö

Abstract
This thesis studies the cultural district of Lokstallarna in Malmö, Sweden. It examines how a planned construction of a dense, new urbanist, residential area on a former train workshop that today hosts a wide variety of cultural services will affect the people working there. By contrasting the intentions of municipal planners, as represented through planning documents, with the perspectives of the cultural practitioners working within its premises, represented through interviews, the thesis identifies a number of tensions. This thesis studies the cultural district of Lokstallarna in Malmö, Sweden. It examines how a planned construction of a dense, new urbanist, residential area on a former train workshop that today hosts a wide variety of cultural services will affect the people working there. By contrasting the intentions of municipal planners, as represented through planning documents, with the perspectives of the cultural practitioners working within its premises, represented through interviews, the thesis identifies a number of tensions. It illuminates a lack of participatory considerations on the part of the municipality, that, in tandem with a reliance on Floridian visions of the role of culture as a precondition for growth in urban settings, in turn lead to a situation where the plans risk having deleterious effects on the area's existing cultural infrastructure. This sheds further light upon a contradictory message within the city's municipal planning where, while holding culture as an important factor for social cohesion and sustainability, the infrastructure making out the foundations for these salubrious qualities are disregarded and relegated to the peripheries of documents. With this, this thesis problematizes the gap between policy aspirations and practical implementation, illustrating the precariousness of cultural production within strategies of urban densification.
