- This thesis analyzes securitization of the Swedish aid strategy in Palestine, through exploring the influences of security discourse on governance and allocation of Swedish development cooperation and humanitarian assistance in the region between October 7, 2023 - October 7, 2024. The research is approached as a case study and Carol Bacchi's (2009) “What's the Problem Represented to Be” (WPR) approach and elements of securitization theory are combined into an analytical framework to examine relevant policy documents and official communications. - This thesis analyzes securitization of the Swedish aid strategy in Palestine, through exploring the influences of security discourse on governance and allocation of Swedish development cooperation and humanitarian assistance in the region between October 7, 2023 - October 7, 2024. The research is approached as a case study and Carol Bacchi's (2009) “What's the Problem Represented to Be” (WPR) approach and elements of securitization theory are combined into an analytical framework to examine relevant policy documents and official communications. The analysis demonstrates changes in Swedish aid strategy towards Palestine after October 7, 2023, which includes a temporary suspension of development assistance, a shift from a bilateral development strategy to a regional strategy and increased control measures for both development assistance and humanitarian aid. Findings of the research reveal an integration of security and development objectives in development strategy, a substantial focus on migration management and a high priority in approaching issues of terrorism and extremism, as well as an increased focus on humanitarian assistance. These findings indicate an impact of security considerations in shaping aid policy and allocation in this case. The research contributes to enhanced understanding of the security-development nexus and the influence of security discourse on aid policy and allocation. (Less)
