Decisions are made through interactive processes both vertically and horizontally, and networks operate though different hierarchies. Although the interviewed actors at the center of implementation have different conceptualizations of the system, they all share a strong will to implement the system with the aim of creating equal healthcare across Sweden. In summary, while the national system för knowledge-driven management is a governance-system in itself, it also exists in a governance-context that surrounds the Swedish healthcare. Which creates unique challenges for the implementation actors. (Less)
