- Trafficking in human beings (THB) is internationally recognized as a security threat and one of the most severe violations of the individual’s right to freedom. The European Union (EU) has adopted this definition and acknowledges the need for transnational coordination. In 2011, the EU introduced Directive 2011/36/EU, committing Member States to a common legal framework against human trafficking. - Trafficking in human beings (THB) is internationally recognized as a security threat and one of the most severe violations of the individual’s right to freedom. The European Union (EU) has adopted this definition and acknowledges the need for transnational coordination. In 2011, the EU introduced Directive 2011/36/EU, committing Member States to a common legal framework against human trafficking. Despite its institutional capacity for coordination, the Union faces significant challenges stemming from diverging socioeconomic, political and ideational contexts across its Member States. This thesis explores how actors, problems and solutions are framed in both the supranational level (EU) and the national level in countries with differing conditions: Sweden and Poland. Although the EU is considered a uniting force, the common definition of human trafficking does not, in practice, function harmonising. Instead, as the analysis has shown, different deductive framings (criminalising, human rights-based, and women-centered) dominate in each respective case, constituting the possible solutions. Through a framing analysis, the study aims to uncover shifts, discrepancies and variations that complicate a uniform understanding of the problem, and thus, the scope for coordinated action. (Less)
