Although Sweden has a longstanding tradition of incorporating experts, such as scholars and economists in the policymaking process, limited attention has been paid to how these actors influence economic policy. Using Norman Fairclough’s Critical Discourse Analysis (CDA), this study finds that many consultation bodies actively reinforce neoliberal understandings of economics, providing new insights on the tension between fiscal discipline and public investment.
