Abstract
This master’s thesis is a qualitative content analysis of nine municipal library plans (and two county library plans) with a basis in new institutionalism, specifically in regards to legitimacy, homogeneity as well as themes and patterns in the sourcematerial. With a basis in the history of the library plan and the municipal gouvernance, debate in regards to cultural policy, the downsizing of libraries and its services, the libraries focus on “access for all”, the importance of promoting your establishment and new institutionalism, I ask the following questions: In which way is the municipal governance visible in the library plans? This master’s thesis is a qualitative content analysis of nine municipal library plans (and two county library plans) with a basis in new institutionalism, specifically in regards to legitimacy, homogeneity as well as themes and patterns in the sourcematerial. With a basis in the history of the library plan and the municipal gouvernance, debate in regards to cultural policy, the downsizing of libraries and its services, the libraries focus on “access for all”, the importance of promoting your establishment and new institutionalism, I ask the following questions: In which way is the municipal governance visible in the library plans? Which aspects are reinforced to show the library's importance and place in the local community? How do these relate to national and international approaches? And What picture of the library field does these library plans paint? It is easy to see that the local connection is key to show the libraries relevance and ability to contribute to “the greater good”, but there is largely a focus on those local goals that are specifically applicable to the national and international guidelines and values that the library operates off. There is no focus on the ideological conflict that can be present in regards to culture and politics. It is about showing the library in a local context through the library's place in a bigger context, and this context dosen’t allow for the local political powers to make completely indepenent decisions, but without being too forceful and confrontational. The local relevance is founded in the capacity to make the local community more thriving, with a basis in national and international approaches for the library field that originate in “the common good”. It shows new challenges outside what could be considered “the traditional library”, with aspects such as digitalisation and their new role in case of crisis or war, a call for both more and new competense. There is a clear similarity with the end products and how these library plans are formulated, both in regards to focus points and the language in which they are written. These library plans also testifie about the perceived insight into the library and its mission, that this is both bad and in many ways none existent, both at municipal level and in regards to the population as a whole.
