- Abstract
- Social sustainability has increasingly become a central objective in Swedish urban planning. However, previous research highlights that its vague definition has led to diverse interpretations of its meaning and thus varying efforts in planning. This study examines how “Fokus Skärholmen” has implemented social sustainability in its detailed planning, focusing on physical measures linked to the concept. As a pilot project within the City of Stockholm, the project serves as a model for future urban development. This creates a particular relevance in analyzing how social sustainability is interpreted and implemented within the most central part of the planning process that also constitutes legally binding regulation, detailed planning. The empirical data consists of detailed plans, planning maps and strategic planning documents. Based on previous research on social sustainability and Edward Soja's theory of spatial justice, a thematic analysis was conducted with emphasis on accessibility factors. Aspects of accessibility have been identified as central to the promotion of social sustainability and spatial justice, and thus constitute the analytical basis of this study. The results indicate that social sustainability in detailed planning is primarily interpreted and implemented through physical accessibility measures. While public spaces and infrastructure developments receive attention, other key aspects of social sustainability are neglected. Despite the project's goals and visions, several central factors for social sustainability and spatial justice are missing within the planning process, revealing limitations within Swedish detailed planning concerning social issues.
