The analysis is structured around three themes: compliance and oversight, specific development, and main cultural differences. The paper concludes that most aspects of the organisational cultures studied have become quite similar as a result of co-existing within the broader context of Swedish political and strategic culture, through prolonged processes of specific adaption. Some minor differences can be noted, however. In addition addition, a few testable hypotheses are posited in the latter parts of the analysis which can be built upon through further research. (Less)
