Abstract
This paper examines the organisational cultures of the three main Swedish intelligence services as well as differences between these cultures. The method used is inductive process tracing with the goal of producing testable hypotheses. The theoretical framework is built upon Edgar Schein’s definition of organisational culture and his model for how they are formed and develop over time, March & Olsen’s variant of the logic of appropriateness, Sims & Sauser’s model of accountability culture, as well as a selection of literature on strategic and political culture. This paper examines the organisational cultures of the three main Swedish intelligence services as well as differences between these cultures. The method used is inductive process tracing with the goal of producing testable hypotheses. The theoretical framework is built upon Edgar Schein’s definition of organisational culture and his model for how they are formed and develop over time, March & Olsen’s variant of the logic of appropriateness, Sims & Sauser’s model of accountability culture, as well as a selection of literature on strategic and political culture. The paper concludes that most aspects of the organisational cultures studied have become quite similar as a result of co-existing within the broader context of Swedish political and strategic culture, through prolonged processes of specific adaption. Some minor differences can be noted, however. In addition addition, a few testable hypotheses are posited in the latter parts of the analysis which can be built upon through further research. (Less)
