Krishantering, samverkan och GIS: En fallstudie av BrandGIS

Abstract
This study aims to explore inter-agency collaborative efforts with GIS, short for Geographical Information Systems, in Sweden. BrandGIS is a new GIS-tool developed as a collaborative effort by GIS-employees of Swedish counties as a part of the BrandGIS project. During 2014-2018 a number of wildfires occurred in Sweden where a deficiency of accurate and up-to-date maps led to a desire among GIS-employees around the country to start a project meant to negate these deficiencies. This study aims to explore inter-agency collaborative efforts with GIS, short for Geographical Information Systems, in Sweden. BrandGIS as a tool was developed to enhance information-sharing during wildfires by standardising and streamlining the utilisation of GIS for GIS-users, mainly on the municipal level. By utilising qualitative semi-structured interviews and theories involving collaborative governance this study explores how a centrally funded GIS project is received by different agencies, what challenges there are in implementing such a tool and how BrandGIS can assist in developing collaborative efforts between municipalities and local rescue services. The study confirms previous studies conclusions, wherein GIS is positively received by rescue services who come in contact with it. BrandGIS is perceived to make it easier for both municipalities and rescue services to utilise GIS in wildfire situations, and has opened for a deeper collaboration between these authorities. National standardisation of GIS-tools is found to be positive and similar projects are desired. The main obstacle for utilising BrandGIS is found to be the dependence on individuals with a personal interest of crisis management and GIS to take initiative to implement BrandGIS in their respective organisations.
