- Växjö municipality in southern Sweden has long promoted itself as a frontrunner inenvironmental and climate policy, aiming to become climate neutral by 2030. As the city-continues to grow, this ambition is increasingly challenged by growing mobility demands and-infrastructure developments. This thesis investigates how Växjö works to achieve sustainable-mobility, and how the large-scale road project Österleden/Fagrabäcksrondellen affects the-municipality’s ability to reach this goal. - Växjö municipality in southern Sweden has long promoted itself as a frontrunner inenvironmental and climate policy, aiming to become climate neutral by 2030. As the city-continues to grow, this ambition is increasingly challenged by growing mobility demands and-infrastructure developments. This thesis investigates how Växjö works to achieve sustainable-mobility, and how the large-scale road project Österleden/Fagrabäcksrondellen affects the-municipality’s ability to reach this goal. The study is guided by David Banister's sustainable-mobility paradigm and focuses on three key strategies: distance reduction, modal shift and-efficiency increase. The Österleden project is analyzed through the lens of induced demand, to-explore how the project may counteract these strategies by encouraging car use. Using a-qualitative research design, the study combines document analysis of municipal and national-planning documents with semi-structured interviews with three key municipal actors. The-findings show that Växjö municipality has implemented several measures to promote active-modes of transport and reduce car dependency. However, political compromises, pathdependencies and the limited municipal influence over state-led infrastructure projects, create-substantial barriers. The study concludes that, despite ambitious local measures and goals,-state-led road investments risk encouraging car dependence. To reverse this, stronger-coordination between national and local authorities is required, as well as greater support by-policymakers and the general public. (Less)
