- In a society facing rising sea levels and the associated challenges, such as flooding, there is a growing need for climate adaptation measures. This thesis aims to examine climate adaptation efforts in the region of Skåne, Sweden, by exploring the role of insurance companies – an important stakeholder in the housing market as insurance is a requirement for most bank loans – in urban planning. The findings show that insurance companies in Sweden currently do not play a significant role in climate adaptation, but they have substantial potential to take on a more prominent role in future planning processes for new property developments in flood risk areas. Furthermore, the study reveals a lack of clarity in the division of responsibility for climate adaptation measures concerning new property development projects. This highlights the need for clearer national regulations, and in particular, for more legally mandated requirements regarding climate adaptation. (Less)
