Heavily drawing on transport justice theory as a theoretical lens, the “what´s the problem represented to be approach is employed to critically analyse regional public transport planning documents. This is done with the aim to uncover how problems are framed by the policy and which silences are left out by this approach. The findings show that transport justice principles are absent from the analysed documents, with economic growth being valued higher than the offering of the service of public transport. (Less)
