Purpose: To improve understanding and provide insights regarding the challenges of performance measurement and goal alignment in a tripartite collaboration within a public transportation context.
Theoretical Perspective: Value network perspective with connected stakeholder motivation and participation literature. Performance measurement and management systems, with a focus on public transportation. Contextual section of public transportation authorities (PTA), defining tripartite collaboration
Methodology: A qualitative, single case study research design, 10 semi-structured interviews with representatives from tripartite partners were conducted. An abductive data analysis approach.
Empirical Foundation: Derived from a thematic data analysis, three themes were structured and presented based on empirical data from the 10 semi-structured interviews.
Conclusion: The findings of this study indicates that the tripartite collaboration focuses on quantitative performance measurements. Also, the misalignment regarding the purpose and the strategic goals in the collaboration. Additionally, the Performance Measurement Systems are not used in the tripartite collaboration. Moreover, the traffic operators are excluded from the tripartite collaboration. Furthermore, there are implications of incentive based agreements between the PTA and traffic operators. Lastly, is the reliance on personal relationships between municipalities and PTAs. (Less)
