The study also emphasizes the importance of enabling conditions like leadership support, psychological safety, and collaborative culture in translating training into sustained intrapreneurial behavior. Theoretically, it integrates Entrepreneurial Orientation (EO) and the Theory of Planned Behavior (TPB) to understand how individual-level mindset shifts occur within rigid public institutions. The research contributes new insights into how public organizations can foster grassroots innovation and highlights the transformative potential of cognitive and identity-level changes catalyzed by micro-interventions like DT training.
