- In recent years, the European Union (EU) has increased its external engagement in originally internal policy areas. Despite its growing importance for European integration, there remains a lack of scholarly attention to this trend. Focusing on energy, the following research question is asked: How and why has the EU increased its external engagement in energy policy between 2009–2022?
