- Currently, a discussion is ongoing among key actors in the Swedish Library System concerning a prospective role for library institutions incorporated within the Swedish system of total defense. This discussion has emerged informed by the lessons learned from the Covid 19 Pandemic, and in light of the Russian invasion of Ukraine 2022, among other notable world events. In this ongoing process and discussion, the library system as well as specific aspects of library institutions and particular purviews and competences are highlighted as important assets in the gradual upscaling of the Swedish civil defense sector. - Currently, a discussion is ongoing among key actors in the Swedish Library System concerning a prospective role for library institutions incorporated within the Swedish system of total defense. This discussion has emerged informed by the lessons learned from the Covid 19 Pandemic, and in light of the Russian invasion of Ukraine 2022, among other notable world events. In this ongoing process and discussion, the library system as well as specific aspects of library institutions and particular purviews and competences are highlighted as important assets in the gradual upscaling of the Swedish civil defense sector. Most notably many of these key functions concern the library’s statutory mission to strengthen and improve media and information literacy among the public, citizens and library users. Meanwhile, an information crisis in regard to the potential detrimental effects of disinformation and lack of public trust in information brokers has been highlighted in LIS research concerning the significance of information infrastructure in relation to information literacy. This thesis seeks to inquire into and examine what ramifications a prospective role within the Swedish system of total defense would have for the library as a form of sociotechnical informational infrastructure. The aims are thus to contribute to improving knowledge about how a role within the Swedish total defense system will change the Swedish library in its role as a sociotechnical information infrastructure. The following subordinate research questions have been generated in order to achieve this aim; What does a role within the total defense system mean for how libraries approach media and information literacy, how does the framing of media and information literacy within the total defense system effect the library as a social institution, what threat scenarios and risks are relevant for the library as a socio technical information infrastructure, how is information conceptualized for libraries in a total defense setting, what does a role for libraries in a civil defense context mean for how libraries may be theorized as an information infrastructure. The thesis applies a thematic analysis of eleven interviews with key informants within the civil defense sphere and library sector. The themes generated concern a) potential tensions between the library’s position as informational node and social arena; b) How information as security becomes a unifying concept; c) The total defense system has an re-enforcing mirroring effect in regard to broader social trends; d) The library is both reactive to and cocreator of information infrastructure; and e) How the temporalities of security contingencies effect the library as both function and place.
