Abstract
The purpose of this paper is to examine how youth crime is constructed as a political problem in the different parties' political manifestos and Tidöavtalet from 2022. The methodological approach is based on a qualitative content analysis together with WPR. The theoretical field is based on discourse theory and framing. Framing theory is used to identify which aspects of a political problem are emphasized, while discourse theory accounts for the underlying discourses that can cause these framings. The result indicates that youth crime is constructed as an issue rooted in broader security problems. The purpose of this paper is to examine how youth crime is constructed as a political problem in the different parties' political manifestos and Tidöavtalet from 2022. The methodological approach is based on a qualitative content analysis together with WPR. The theoretical field is based on discourse theory and framing. Framing theory is used to identify which aspects of a political problem are emphasized, while discourse theory accounts for the underlying discourses that can cause these framings. The result indicates that youth crime is constructed as an issue rooted in broader security problems. Based on the analysis of the political manifesto of the Tidöparties from 2022 youth crime can be understood as an overarching societal problem and an urgent crisis. The dominating assumption is that youth crime requires increased state control rather than voluntary support or welfare initiatives. In Tidöavtalet the solution was represented as strengthened state power over young people, where security is reduced to increased control rather than understanding of structural and social factors. Finally the paper discusses whether political ownership of a policy area affects how the outside world perceives social problems, which in this case are security and crime. (Less)
