This study aimed to understand how the cooperation between municipalities, working with the Housing First model, and the private landlords is organized, as well as the factors that motivated, discouraged, or prevented said cooperation between private landlords and municipalities in Sweden. The study was conducted with semistructured interviews with several municipal representatives across Sweden to get their perspective on the cooperation. The results showed that the cooperation is characterized by both opportunities and challenges. Motivational factors for private landlords included financial security and prosocial motives, while their hesitation or refusal is mainly related to concerns about the tenants acquiring housing through Housing First, and a lack of trust in the Housing First model. The conclusion found in this report states that effective communication, trust, and fidelity to the Housing First model and its principles were crucial for successful cooperation and for the long term implementation of the model.
