- Abstract
- The aim of this study is to identify the relationship between trust in government authorities and the public sector and household preparedness. Furthermore, where such a relationship exists, the study seeks to determine which societal groups generally exhibit higher or lower levels of trust. The study was conducted using a mixed-methods approach, including a survey that collected 402 responses, as well as interviews which two representatives from the local rescue services were interviewed. In addition, established theories related to risk communication, risk perception, behavioural change, and preparedness constituted the theoretical foundation of the study.

The study was conducted using a mixed-methods approach, including a survey that collected 402 responses, as well as interviews which two representatives from the local rescue services were interviewed. In addition, established theories related to risk communication, risk perception, behavioural change, and preparedness constituted the theoretical foundation of the study.
The results indicate a clear relationship between individuals who have completed compulsory military service or equivalent basic military training and higher levels of trust in government authorities. Similarly, a clear relationship was identified between individuals who were not born in Scandinavia, or who have parents not born in Scandinavia, and lower levels of trust in government authorities.
Furthermore, a positive relationship was observed between higher levels of trust and the number of preparedness measures undertaken. Although the relationships were not consistently statistically significant, a statistically significant correlation was identified between higher trust in authorities and two out of three preparedness measures considered most significant by the rescue services.
Finally, the study discusses how the local rescue services work to strengthen citizens’ resilience and preparedness, particularly among socially vulnerable groups. The rescue services also share experiences and perspectives on areas requiring improvement. Topics discussed within this framework include the implementation of community safety hubs, locally adapted information campaigns, and the strategic use of spokespersons from the rescue services, or other authorities with a well-established level of public trust, when communicating information to the public.
