- The democratic implications of environmental policy instruments, is a complex matter of theoretical and normative questions, this paper aims to explore. The purpose is to analyse how different governance tools like regulatory and market-based instruments, relate to central democratic values in environmental policymaking. Rather than treating policy instruments as neutral technical tools, the study approaches them as institutional choices that links structure of power relations, participation, and legitimacy, together. - The democratic implications of environmental policy instruments, is a complex matter of theoretical and normative questions, this paper aims to explore. The purpose is to analyse how different governance tools like regulatory and market-based instruments, relate to central democratic values in environmental policymaking. Rather than treating policy instruments as neutral technical tools, the study approaches them as institutional choices that links structure of power relations, participation, and legitimacy, together. The empirical foundation consists of secondary literature, primarily quantitative findings on citizen and civil servant preferences for environmental policy instruments in Swedish marine policy. These results constitute as an example that unit the analysis which interpret democracy as a theoretical framework inspired by Dahl and Dryzek. The analysis systematically examines regulatory and market-based policy instruments in relation to four democratic values, transparency, popular will, political equality, and political
accountability. The analytical procedure involves identifying the instruments presented in the empirical material, classifying them, and assessing their normative implications in light of the specified democratic criteria. The findings suggest that policy instruments associated with economic efficiency and administrative feasibility may, under certain conditions, generate tensions with democratic
values. In particular, instruments grounded in market logic risk shifting influence toward actors with greater economic resources, potentially affecting political equality and accountability. The study thereby demonstrates how the selection and design of policy instruments, that gives reasons for evaluating governance tools beyond their technical effectiveness and instead focus on which normative consequences affect democracy in our legitimate understanding.
